OPINION: While farmers clearly want a farm-level levy for emissions, they may be forced into a processor-based hybrid level.

Milking It understands the Government prefers a processor-based levy as some ministers doubt farmers can implement a system by 2025.

The He Waka Eke Noa partnership is expected to push for a farmer-based levy but accept a processor-based hybrid level as a transition in its final report to the Government.

This wil not go down well with farmers. That's why Groundswell needs to come out with its 'fourth option' now. But is it too little too late?
